Iowa governor OK after chest pains prompt trip to hospital

Kim Reynolds was taken to a hospital after experiencing chest pains on Thursday but returned to work at the Capitol later in the day.The governor’s office released a statement saying Reynolds noticed chest pains early Thursday and was taken to a hospital emergency room “out of an abundance of caution.”A doctor checked Reynolds and she was given blood tests, a chest X-ray and an electrocardiogram test, which is commonly used to evaluate the heart. After all the tests came back normal, the governor was released.last_img

Iowa panel says economic impact of Covid-19 unknown

first_imgDES MOINES — A three-member panel says it is too soon to calculate what, if any, impact the coronavirus pandemic may have on state tax revenue.“I think everybody in the world would like to know what the final outcome is going to be,” said Dave Roederer, the governor’s budget director who is a member of the panel, “but we aren’t going to know that until it happens, I guess.”Legislative Services Agency director Holly Lyons, another voting member of the group, calls these unprecedented times.“Much of the news is not good, however, I do want to be clear that the sky is not falling,” Lyons said. “It’s a little cloudier than usual, but Iowa currently has a stable, albeit slowly growing economy and the state’s financial position is sound.”David Underwood, a businessman from Clear Lake, is the public member of the Revenue Estimating Conference. He said the fundamentals of the economy are solid.“I haven’t seen anybody, at least in north Iowa, take down a ‘Help Wanted’ sign yet,” Underwood said. “There’s still plenty of those out there for anybody that wants to be employed.”The panel actually raised its estimate of state tax collections for the current state fiscal year by $76 million. The group did reduce its guess for the next state budgeting year by $12 million. However, lawmakers who’ll use these figures to craft next year’s state budget will have more than $8.2 billion total to work with. Underwood predicted there will be an impact at some point, with as much fear as there is about covid-19.“It still hasn’t really impacted Iowa yet. We don’t know the extent it’s going to,” Underwood said. “If it really becomes a pandemic in the United States, our numbers are going to be too high.”Lyons admitted to being a bit stressed out, but she said the group is doing the best it can with the information it has.“Yes, there’s fear, but there is no need to panic at this time,” Lyons said.If the economy does slip, the group will reconvene. Drop in travel means less money for the road construction fund

first_imgDES MOINES — The director of the Department of Transportation says the agency is moving forward with road construction as the weather allows — but funding could become an issue.DOT Planner Stuart Anderson says traffic volume is down as many businesses are closed by the pandemic and people are staying home. He says they are seeing about a 40% reduction in travel through their automated traffic recorders.  Less travel leads to a drop in road use taxes that are used for construction by the state, cities, and counties.Anderson says there are fewer gallons of gas sold and fewer dollars collected in gas tax. There are also fewer vehicles being sold and there is a five-percent fee collected when vehicles are sold.  Anderson says the drop in Road Use Tax funds could be significant.“Right now we’re estimating at least a 25% reduction in state road funding,” Anderson says. “There is some discussion happening nationally about the potential for a future COVID relief fund by Congress to help  backfill some of that lost revenue.”Anderson says there’s not a lot of time before the drop in funding would be felt. “There’s about a month or two lag from when those are collected to when they are deposited into the Road Use Tax Fund and then distributed to the DOT and cities and counties,” according to Anderson.“So we are expecting that we’ll start to see that reduction in May — with the May distribution of Road Use Tax Funds.  So, this certainly has the potential to impact road construction projects.”  Anderson says planners are working on contingency plans if the shortfall hits without any relief funds.“We are looking at potentially delaying putting some projects out for bid here in the next couple of months just to be better prepare if that happens,” Anderson says.  “Depending on how long this reduction is in place — there is the potential that it could impact the projects that are already under construction.”Anderson says the state, counties, and cities would all have less funding, as a 25 percent reduction would be about $35 million each month to the fund. “A little less than half of that would be the reduction that the DOT would see. About a third of that is the reduction the counties would see, and then the remaining 20 percent of that is what Iowa cities would see as a reduction in state revenue for roadways,” Anderson says. He says they will continue to watch the numbers and determine the actions they need to take when it comes to state roadway construction.last_img read more

first_imgDES MOINES — Republicans in the Iowa House Wednesday night approved legislation to forbid paroled felons who owe victim restitution from voting if Iowans approve a constitutional amendment that automatically restores felon voting rights.“We’re talking about somebody who potentially killed someone,” said Representative Bobby Kaufmann, a Republican from Wilton, “not just some dismissive bill they can’t pay.”Representative Mary Wolfe, a Democrat from Clinton, is a criminal defense attorney. Wolfe suggested tonight was a strange time to pass the bill as over 1000 protesters 50 blocks from the Capitol were calling for criminal justice reform.“It’s punishing people because they do not have the financial resources to pay a debt,” Wolfe said. “It’s a poll tax.”Representative Ras Smith of Waterloo, a Democrat, said the bill exacerbates inequities in the criminal justice system.“You are knowingly utilizing legislation to guarantee that poor Iowans are disproportionately impacted and shut out from the process to raise their voices,” Smith said. “That’s just what it is.”Kaufmann said this bill was always “part two” of Republican lawmakers’ plans on felon voting rights.“If I’ve got care-o-meter for the rights of the victim, it’s up here,” Kaufmann said. “And if I’ve got a care-o-meter for the rights for the people who committed the crimes and hurt them, it’s a lot lower.”The bill goes to the governor, so attention shifts back to Senate Republicans who’ve balked at passing a plan to end Iowa’s status as the only state that bans felons from voting once they’re released from prison. In 2019, Governor Reynolds called on lawmakers to pass a resolution for a constitutional amendment that would automatically restore felon voting rights. President Trump suggests Delaying the Election until people can Safely Vote

New faces join County Golf Partnerships

first_img There are two new faces behind the drive to get more people playing and staying in golf.Elaine Barrow has just become the Dorset Golf Partnership’s County Development Officer, while Tom Freeland has taken on the same role for the newly-formed Yorkshire Golf Partnership.They will both be working with golf clubs and facilities across their counties to help more people take up the sport and move on into golf club membership.Among the initiatives they will promote is the Get into golf campaign, which is run through the national network of County Golf Partnerships. It aims to inspire more people to play the sport by offering great value coaching with PGA professionals.Both Tom and Elaine share a passion for the sport. “I just love golf,” said Elaine (image © Leaderboard Photography). “I think it’s a great way of socialising, exercising and enjoying fantastic scenery – you’ve got everything in one package.”Elaine plays her golf in Hampshire, where she is a five-handicap member at Brokenhurst Manor. She has been ladies’ captain and a member of both the ladies’ committee and the board of directors at her club. She’s also been the junior organiser for the Hampshire ladies and been much involved with the development of girl golfers in the county.Her daughters, Laura, 19, and Charlotte, 17, are both single-figure players – and Charlotte has just helped Hampshire to win the English women’s county championship.Elaine takes over from Dee Wood, who is retiring after three years to spend more time with her six grandchildren. However, Dee will continue to run the Dorset Tour which encourages novice golfers to get out and play.Tom brings an extensive background in sports coaching and business development to his new role, having coached six national swimmers and worked to encourage more people to take up swimming.He says: “I am delighted to be in a position where I can inspire people to play the game of golf.“It is a great way of meeting new people and getting regular exercise in beautiful surroundings, as well as giving families the opportunity to spend time with each other in a fun and enjoyable way.“I learnt to play golf when I was seven when my dad let me have a go of a golf club at the driving range and I become hooked and pleaded for lessons! I believe golf is a sport that helps develop excellent life skills.
